Teach ext2fs_inodes_has_valid_blocks2() that encrypted symlinks always
use an external block (i.e., we never try to store the symlink in the
i_blocks[] array if it is encrypted).

After applied this commit (a7f4c635), we have banned to traverse blocks
for an inode which has inline data because no block belongs to it. But
before calling this function, we need to check inline data flag. This
commit add a sanity check ext2fs_inode_has_valid_blocks2() to fix them
except that ext2fs_expand_dir because it will be fixed by another patch.
Meanwhile in this commit it fixes a bug that when we kill a file we
could leak an inode.

The ext2fs_file_acl_block() and ext2fs_set_file_acl_block() needs to
only check i_file_acl_high if the 64-bit flag is set. This is needed
because otherwise we will run into problems on Hurd systems which
actually use that field for h_i_mode_high.
This involves an ABI change since we need to pass ext2_filsys to these
functions. Fortunately these functions were first included in the
1.42-WIP series, so it's OK for us to change them now. (This is why
we have 1.42-WIP releases. :-)

The DEFS line in MCONFIG had gotten so long that it exceeded 4k, and
this was starting to cause some tools heartburn. It also made "make
V=1" almost useless, since trying to following the individual commands
run by make was lost in the noise of all of the defines.
So fix this by putting the configure-generated defines in lib/config.h
and the directory pathnames to lib/dirpaths.h.
In addition, clean up some vestigal defines in configure.in and in the
Makefiles to further shorten the cc command lines.

The top-level COPYING file states that the e2p and ext2fs libraries
are available under the LGPLv2. The files were incorrectly labelled.
Alex Thomas/Luster has been consulted wrt to the ext3_extents.h file;
the rest of the files were primarily authored by Theodore Ts'o.

inode.c (ext2fs_open_inode_scan): Initialize the group variables
so that we don't need to call get_next_blockgroup() the first

needing to assign -1 to current_group (which is an unsigned
value).
