go.mod: use go.etcd.io/etcd/v3 versioning

This change makes the etcd package compatible with the existing Go
ecosystem for module versioning.
Used this tool to update package imports:

HTTP server.

contrib/raftexample: Add a channel for proposing config changes

Add a channel over which we can propose cluster config changes to
raft. In an upcoming commit we'll add an HTTP endpoint that sends config
changes over this channel.
