target/arm/cpu: Use ARRAY_SIZE() to iterate over ARMCPUInfo[]

Use ARRAY_SIZE() to iterate over ARMCPUInfo[].

Since on the aarch64-linux-user build, arm_cpus[] is empty, add
the cpu_count variable and only iterate when it is non-zero.
