target/mips/tx79: Introduce PEXTL[BHW] opcodes (Parallel Extend Lower) 

Introduce the 'Parallel Extend Lower' opcodes:

 - PEXTLB (Parallel Extend Upper from Byte)
 - PEXTLH (Parallel Extend Upper from Halfword)
 - PEXTLW (Parallel Extend Upper from Word)
